This is exactly the problem!!! How do we begin to report inappropriate behaviour when it's those who control everything committing the bad behaviour!? All these checklists and protocols are fine if the abuse comes from a low level employee who in the eyes of management, can be replaced tomorrow, but when it's perpetrated from the top position, there is only silence.
